USAID Haiti Water and Sanitation Activity
mWater and DAI partnered with the Haiti national water and sanitation authority (DINEPA) and several urban utilities to develop a utility performance management system. After initial development and testing, DINEPA decided to roll the system out to all 25 urban utilities in Haiti. The system includes real time performance data on revenue collection, operations and maintenance, financial performance, and asset management which is reviewed every month against key performance indicator targets.
This 3-year effort exemplifies the mWater data-driven management approach, which starts with creating a shared understanding of problems and priorities, building from the ground up rather than top-down, and meeting the needs of service providers to improve revenue collection and operational performance. The data captured in the day-to-day activities of utility workers can be harnessed to inform national sector-wide indicators and donor reporting needs.
